Stayed in the Liwan on 3 separate occasions on a recent trip to Amman. Its located in the west, but only about a 15 minute / 3 JD taxi ride from downtown. Reception is clean and bright and the staff at reception were really helpful with good English. Yes there is a smell of cigarettes, but this is fairly normal in Jordan where smoking indoors is the norm everywhere. The room numbering system is a little confusing, with 2 different floors with rooms starting with 3. Rooms were well furnished and clean, some quieter than others (ask for one on a higher floor and avoid 301-3 as these have a lot of noise from the lift mechanism). Some rooms have lovely bathrooms with big walk in showers and plenty of hot water. Beds were fine, bottom sheets a little small! Breakfast was similar to most hotels I stayed in - juice, coffe/tea and continental and local selections. Hotel manager was extremely friendly and helpful. Theres a small shop next door thats really handy for water & snacks. The wifi is quite expensive at 1,28 JD per hour (cheaper by the day) - head to the Tcet Tcet cafe on the 2nd floor of the nearby Swefieh Mall for some free wifi instead!
